I know Naruto/4th should be the fastest in the game followed by Raikage. If not i'm going to be pretty pissed.

I think they mean, the "Second Tsuchikage, Second Mizukage, Third Raikage, and the Fourth Kazekage."

Ohnoki was available in Generations...
