Mostly yes, he picked Orihime as his main for Bleach and actually made note of her chest. One of them is also by his own admission, only 13. Definately an interesting list.
Hmmm.....what characters did I look at and think that their artwork was really hot, before I took their attitudes into account, even though they weren't outright naked, and they are not just an excuse for giant boobs.

Peorth has an episode in Ah My Goddess 2 that depicted beauty well for an animation, but it's only one episode. She spends the rest of the series ridiculously and inappropriately almost naked.
