I personally found it to be the best of the Bleach movies.
The 4th movie, Hell Chapter, being a very close second.

I think the first, Memories of Nobody, was the best one.

Memories of Nobody was too dull and boring for me to rate it any higher than 3rd.
I didn't like anything about Diamond Dust Rebellion so I can agree with it being the worst of the bunch at least.
