What makes a cracking horror anime?

I wonder if elfen lied is considered horror if it is than that anime was good.

By definition you could say it was since it had a lot of blood and gore in the series but I think it was more Psychological than anything else.

After reading the article, I can't say that I disagree with anything that was said (especially the ecchi part) but I don't think Highschool of the Dead had the intention of being scary in the first place. It feels more like a thriller with zombies added to the mix.

If there can be good horror manga then there can be good horror anime as well. Maybe it's just me but it might be the moe art style that ruins the experience for some horror anime.
