Adults in the west have been enjoying cartoons for almost the past century. Most cartoons used to constantly include adult references that parents could enjoy while their children were watching. Go back and re-watch some cartoons, Rugrats, Spongebob, Looney Tunes, you name it. Immediately what comes to mind is the Space Vixen scene from rugrats. Clearly a very adult oriented scene, which many children would have never understood.
You have to consider the whole quote though. The stressing point that sticks out is "as a real and serious hobby" (according to the writer). It's one thing to have cartoons with 'adult portions' mixed in but still have the show itself really be aimed towards children; the focus is on kids with perhaps the parents watching with them.
BUT I'd say there's still a legitimate stigma for adults watching anime in a way similar to film buffs who watch movies for a living, in The West.
